This is not a joke or parody, but the real thing: A member of the House Armed Services Committee told the commander of the US Pacific Command that he's worried that if 8,000 Marines and their family members move to the US territory of Guam, the island will capsize.
Here's a video of Congressman Hank Johnson (D-Georgia), questioning Admiral Robert Willard at a congressional hearing on March 25.
Commenting on Guam's small size (it's 212 square miles in area), Congressman Johnson tells Admiral Willard, "My fear is that the whole island will become so overly populated that it will tip over and, ah, capsize."
"Ah, we don't anticipate that," the admiral replies, trying to keep a straight face.
