What to do about Venezuela
In May 2005, the Center for Security Published a policy paper, "What to Do About Venezuela," that recommended a low-level psychological and political campaign to help provoke dictator Hugo Chavez to self-destruct politically. A key piece of advice for US policymakers: Don't demonize Chavez or take any action that would generate sympathy for him in the region. Instead, the US should be quiet and help Chavez alienate himself further from the rest of Latin America and from his own internal constituencies.
